Ever since its foundation, and more especially since the beginning
of the 20th century, Berlin has existed in a permanent state of
transition. At the beginning of the 21st century, however, things
appear to be settling down: over a decade has passed since the Wall
came down, and the city has regained its rightful status as the
capital of Germany. When the wall fell, Willy Brandt, once the city's
mayor, declared "that which belongs together can grow together".
Within a few months, severed roads and underground lines were relinked.
Berliners quickly readjusted to the big-city atmosphere.
Yet, the psychological effects of 28 years of separation have proved
difficult to erase. East and West Berlin remain, in many ways, apart.
Barriers continue to exist. The architecture is different: in the
West, historic buildings have been largely restored; in the East,
functional buy ugly concrete blocks predominate. And although the
East's cafés, shops and snack bars are now as numerous and
offer the same goods as those on the Kurfürstendamm, rapprochement
between Berliners from both sides of the Wall has proved less straightforward.
